CHAIRMAN JOHN COWDERY called the House Rules Standing Committee                                                                 
meeting to order at 5:00 p.m.  Members present at the call to order                                                             
were Representatives Cowdery, Porter, Phillips, and Kott.

CHAIRMAN COWDERY announced that Ron Somerville's contract in the                                                                
amount of $50,000 was before the committee.                                                                                     
                                                                                                                                
PAM VARNI, Executive Director, Legislative Affairs Agency,                                                                      
explained that the committee is approving a sole source contract                                                                
and the attachment, Exhibit A, will be attached to the contract.

REPRESENTATIVE PHILLIPS moved to approve the contract in the                                                                    
amount of $50,000 as a sole source contract to Ron Somerville for                                                               
fiscal years 1999 and 2000.  There being no objection, it was so
